Bulletin Board

The Bulletin Board is an initiative which is intended to help keep chiefs, directors, training managers and other interested parties in commonwealth county probation and parole agencies current with developments, policies and other Commission actions that affect their officers and operations. Items will be posted to the bulletin board periodically and as soon as it is appropriate or practical to do so. Readers are encouraged to routinely check the website and visit the bulletin board for news, changes and updates.
 
Comments on the usefulness of this initiative and/or suggestions for ways of improving the quality and timeliness of information flow from the commission to the field are welcome and may be addressed by calling 717.787.5699.

Item 13-06 (posted 10/15/13)

MOTION 1307.04: Motion made by Commissioner Schlechter that interns are not allowed to attend any Commission-run training. Commissioner Michelle Beaver seconded the motion and it was passed by a unanimous voice vote.
 

Item 13-05 (posted 10/15/13)

MOTION 1307.03: Motion made by Commissioner Yarnell to grant constructive credit to all officers who attend and satisfactorily complete an FBI, FLETC, Secret Service, NRA, Pennsylvania Board of Probation and Parole, or Pennsylvania State Police instructor-level training with law enforcement distinction and a handgun component outside of Commission trainings. In order to claim credit the officer will need to provide a certificate of training completion to FETC staff. Commissioner Hamilton seconded the motion and it was passed by a unanimous voice vote.

MOTION 1303.13: Commissioner Shurtleff made a motion that in the event that a county approves its probation officers to carry long guns, it shall be the responsibility of that county to ensure that its officers are properly trained and qualified for their use. Commissioner Schlechter seconded the motion and it was passed by a unanimous voice vote.

MOTION 1303.12: Commissioner Shurtleff made a motion that in the event that a county would endorse its probation officers to use a backup handgun, said handgun shall be registered with the Commission and that officer shall be required to be qualified with the backup handgun the same as they would their duty handgun. Commissioner Schlechter seconded the motion and it was passed by a unanimous voice vote.

MOTION 1303.03: Motion made by Commissioner Schlechter to amend the policy to use service ammunition to qualify to include using practice ammunition of the same caliber and grain for qualification. Commissioner Dombrowsky seconded the motion and it was passed by a unanimous voice vote.

MOTION 1301.03: Commissioner Yarnell made a motion that the Commission no longer reimburse travel expenses for those attending the train-the-trainers. Commissioner Schlechter seconded the motion and it was passed by a unanimous voice vote.

Item 12-08 (posted 11/15/12)

MOTION 1209.06: Motion made by Commissioner Shurtleff that the Commission prohibit either a Certified Firearms Instructor or a Master Instructor from being paid outside of the current vendor holding the contract for performing any type of Commission sanctioned and approved in-service training.  In the event that such an event occurs the Commission will not recognize credit for any student who is in attendance of the training.  Commissioner Schlechter seconded the motion and it was passed by a unanimous voice vote.

MOTION 1209.07: Motion made by Commissioner Yarnell that a CFI and MI cannot armor weapons during any commission training event.  Commissioner Schlechter seconded the motion and it was passed by a unanimous voice vote.

There may be some confusion on requalification CFI requirements for some of the newly armed counties so below is the motion that deals with it.  If you have any questions please contact the Commission staff.
September 19, 2000
MOTION: Commissioner Clark made a motion that beginning in calendar 2001 counties be permitted to use a single Commission Certified Firearms Instructor, removing the oversight of the Range Master, to conduct the Range Requalification Course of Fire and that they be limited to no more than five officers per instructor at a time. If there are more than five officers requalifying, the instructor will have to do those examinations at a separate time, this pertaining only to requalifications. Commissioner Schlechter seconded the motion. A vote was taken and unanimously approved by the Commission.

The Commission has adopted an application process for non-active Law Enforcement Officers who want to become certified firearms instructors (CFI's) for the Commission. You can download the application here and the authorization for release of information here.

The Commission has adopted a definition of probation/parole officers for training purposes.  
MOTION 1201.03
If an individual is appointed by a President Judge of a Court of Common Pleas as an
adult or juvenile probation/parole officer, then they are considered a probation/parole
officer for FETC training purposes.

The Commission has developed two new forms. The first, Form 27, is available here and is used to report injuries that occur during Commission-approved training events. The second, Form 28, is available here and allows CFIs to report observed unsafe and/or unprofessional conduct by other instructors during Commission-approved training events.
